The Federal Reserve on Wednesday cut interest rates by a quarter percentage point for the second time since July, as concerns grow about a potential global slowdown. But in that time the Fed's benchmark interest rate appears to have peaked at around 2.5%, far lower than in past economic cycles. The Fed pushed up its main interest rate 4.25 percentage points, to 5.25%, in the mid-2000s. Rates climbed 3.5 percentage points in the late 1990s to 6.5%. The latest reduction, to a range of 1.5% to 1.75%, undoes just a third of the Fed’s nine rate hikes from late 2015 through last year. But the rate-slicing campaign is starting to make a difference. The Fed released its latest economic projections last month, which predicted the federal funds rate would likely reach 2.9% by the end of 2019. This figure was a decline from its September 2018 projections, which placed that figure at 3.1%.
